{"id":385,"date":"2021-03-09T16:54:38","date_gmt":"2021-03-10T00:54:38","guid":{"rendered":"http:\/\/blogs.callutheran.edu\/mppa\/?p=385"},"modified":"2021-03-09T17:38:36","modified_gmt":"2021-03-10T01:38:36","slug":"resistance-to-mask-wearing-seen-as-not-macho-enough-effeminate-behavior","status":"publish","type":"post","link":"https:\/\/blogs.callutheran.edu\/mppa\/resistance-to-mask-wearing-seen-as-not-macho-enough-effeminate-behavior\/","title":{"rendered":"Resistance to mask-wearing: Can wearing masks be seen as not macho enough\/\u201ceffeminate\u201d behavior?"},"content":{"rendered":"\r\n\r\n\r\n\r\nThe latest issue of <a href=\"https:\/\/www.tandfonline.com\/toc\/madt20\/current\">Administrative Theory and Praxis<\/a> has an interesting article titled \u201cStreet-level bureaucrats under COVID-19: <a href=\"https:\/\/en.wikipedia.org\/wiki\/Street-level_bureaucracy\">Police Officers<\/a> responses in constrained settings,\u201d by Rafael Alcadipani,\u00a0 Sandra Cabral, Alan Fernandes, and Gabriela Lotta. They point out, based on inductive qualitative analysis that in a major Brazilian metropolitan area, conflicts concerning political, occupational culture, and material dimensions can \u201cnegatively impact police officers\u2019 response in financially and institutionally constrained settings.\u201d\r\n\r\n \r\n\r\nTheir paper is an interesting one in that they suggest something that is known among those who work on the front-lines: organizational values shape how people respond to crises. In the case of COVID-19, the paper elegantly shows how Brazilian policemen \u2013 much like others around the world \u2013 value machismo and bravery \u2013 and define their roles through this lens. When actions or values go against these two clashes, they are quick to fall back into what they know best: defending their machismo and perceived sense of \u201cbravery.\u201d\r\n\r\n \r\n\r\nThis is precisely what makes them reject masks and social distancing. Consider that for a cop, being seen as \u201ctough\u201d and \u201cmanly\u201d is crucial. In a culture where wearing a mask is seen as being afraid of a virus and caring for one\u2019s colleagues is seen as being effeminate, then such behaviors are punished by one\u2019s peers, rather than supported. This is precisely what is going on in parts of the country.\r\n\r\n \r\n<div class=\"wp-block-image\" style=\"text-align: center\"><figure class=\"aligncenter size-large\"><img decoding=\"async\" class=\"wp-image-2499\" src=\"https:\/\/sabithkhan.com\/wp-content\/uploads\/2021\/03\/gettyimages-836359310.jpg\" alt=\"mask-wearing\" \/><figcaption><em>source: stanford.edu<\/em><\/figcaption><\/figure><\/div>\r\n \r\n\r\nAnd the authors point out that it doesn\u2019t help when <a href=\"https:\/\/www.washingtonpost.com\/world\/the_americas\/brazil-virus-cases-global-threat\/2021\/03\/08\/3de3f488-7e82-11eb-8c5e-32e47b42b51b_story.html\">the President of Brazil<\/a> <a href=\"https:\/\/sabithkhan.com\/should-you-let-your-cat-wander-if-it-bullies-other-cats\/\" target=\"_blank\" rel=\"noreferrer noopener\">does not encourage<\/a> mask-wearing and has criticized social distancing (similar to former President Trump). The conflicting messaging at the federal\/ central levels and local levels can create tensions that manifest in how local authorities perceive the message, the authors point out.\r\n\r\n \r\n\r\nThey point out that \u201cCOVID-19 has produced dual outcomes: on the one hand, police forces crime control values align with the political and occupational values. On the other, it can create a conflict,\u201d (p.395) \u2013 especially on the three dimensions: political, occupational culture and material conditions.\r\n\r\n \r\n\r\nTheir suggestion is that discretion at the street level among these bureaucrats can be both a blessing and a curse. But of material resources, such as a shortage of PPE can lead to greater conflicts of vision and values within an organization.
